Stables Café in Arborfield is an established café bistro which opened in December 2023 and has developed as a community-focused business offering food, coffee and refreshments. The application was to allow customers to purchase a limited range of alcoholic refreshments to accompany food, rather than to change the nature of the premises or create an alcohol-led operation.
The objectors raised concerns regarding public nuisance, parking, noise, deliveries, waste management, hygiene, the proximity of the premises to residential properties and schools, the potential effect on residents’ peaceful enjoyment of their homes, and the suitability of the premises for the sale of alcohol. Concerns were also expressed that the sale of alcohol could change the character of the area and lead to antisocial behaviour.
The Panel gave significant weight to the fact that no responsible authority had made a representation against the application. It further noted that there was no evidence before it of previous licensing enforcement issues, crime and disorder, public safety incidents, public nuisance directly linked to licensable activity, or harm to children arising from the premises. The Licence was therefore granted as applied for.
