If you hold a Personal Licence under the Licensing Act 2003 in England or Wales, you must notify the licensing authority that originally issued your Personal Licence of any change to your home address as soon as reasonably practicable. This requirement is set out in Section 127 of the Licensing Act 2003.
How to change your address:
1. Contact the issuing Council. This is the Council that granted your Personal Licence, even if you have moved to another council area.
2. Complete a Change of Name/Address form. Most Councils provide a specific form on their licensing webpages.
3. Submit your Personal Licence.
Normally, you will need to send:
• The photocard licence.
• The paper counterpart (if you still have it).
• If either part has been lost, provide a written explanation.
4. Pay the statutory fee. The fee for a change of address notification is typically £10.50.
5. Receive the updated licence. The council will amend the licence records and issue replacement documents showing your new address.
Important: Failure to notify the Licensing Authority of a change of address without a reasonable excuse is an offence under the Licensing Act 2003.
Practical tip: Keep a copy of the completed form and proof of posting or email submission. If you are a Designated Premises Supervisor (DPS), check whether the Premises Licence also needs updating if your personal details appear on that Licence.
