If you’re applying for a Premises Licence to sell alcohol in England or Wales, or indeed already have one, your understanding the Four Licensing Objectives is absolutely essential. These objectives form the backbone of the Licensing Act 2003 and guide every decision made by Licensing Authorities. Whether you’re a business owner, manager, or employee, here’s what you need to know:

1. The Prevention of Crime and Disorder:

This objective aims to ensure that licensed premises do not become hotspots for criminal activity. You must demonstrate how your business will:

  • Prevent violence, theft, drug use, and anti-social behaviour.
  • Implement security measures such as CCTV, staff training, and incident logs.
  • Work proactively with local Police and community safety teams.

Tip: A well-thought-out risk assessment and clear operating procedures go a long way in satisfying this objective.

2. Public Safety:

Public safety is about protecting everyone who enters your premises — staff, customers, and visitors. This includes:

  • Fire safety compliance and emergency exits.
  • Safe capacity limits and crowd control.
  • Accessibility for people with disabilities.

Tip: Ensure your premises meet health and safety standards and that staff are trained in emergency procedures.  Note to NIMBYs – it does NOT include car parking.

3. The Prevention of Public Nuisance:

This objective focuses on minimising disruption to the local community. Common issues include:

  • Noise from music, customers, or deliveries.
  • Light pollution and odours.
  • Littering and nuisance-related anti-social behaviour outside the premises.

Tip: Consider soundproofing, signage reminding patrons to leave quietly, and limiting outdoor activity after certain hours. Reminder to NIMBYs – it does not include car parking.

4. The Protection of Children from Harm:

This objective is about safeguarding children from exposure to alcohol and inappropriate environments. You must:

  • Prevent underage sales through robust age verification.
  • Restrict access to areas with adult entertainment or gambling.
  • Train staff to recognise and respond to child protection concerns.

Tip: Use Challenge 25 policies and ensure your premises layout discourages sales of age-restricted good to persons under 18.
