How to run a stall selling Alcohol at a Village Show or Farmers’ Market

Every summer The Licensing Guys visit numerous events where pop up stalls selling alcohol were in abundance.  However adherence to the legal requirements is often ‘patchy’.  To be you’ll need to follow specific licensing rules—even if it’s just for one day. Here’s a breakdown of what’s required:

  1. Temporary Event Notice (TEN): 

For most one-off events like village shows, you’ll need a Temporary Event Notice (TEN) rather than a full Premises Licence.

  • What it covers: Sale of alcohol, provision of entertainment, or late-night refreshment.
  • Who applies: You (the stallholder) or the event organiser.
  • Where to apply: Your local council—usually online.
  • Deadline: At least 10 working days before the event (not including weekends or bank holidays).

Limitations:

  • Max 499 people at the event (including staff).
  • You can apply for up to 5 TENs per year (or 50 if you hold a Personal Licence).
  • The event must not exceed 168 hours (7 days).
  1. Personal Licence Holder (Optional but Helpful)

While not strictly required for a TEN, having a Personal Licence makes the process smoother and allows you to apply for more TENs annually.  If you’re selling alcohol regularly at markets, this is worth considering.

  1. Permission from the Event Organiser:

You must have written permission from the show or market organiser to operate a stall and sell alcohol. They may also have their own rules or insurance requirements.

  1. Age Verification & Responsible Sales:

You must follow Challenge 25 or similar age verification policies:

  • Train staff to check ID.
  • Refuse sales to underage or intoxicated individuals.
  • Display signage about age checks.

5. Storage and Transport:

Alcohol must be stored securely before and during the event.

If transporting alcohol to the site, ensure it’s done legally and safely.

6. Insurance and Risk Assessment:

Public liability insurance is often required by organisers.

Conduct a basic risk assessment—especially if you’re serving alcohol directly.
